I cant figger out how to post a pic but it is the rs3000 system (has rs3000 on the black box )

I bought my daughter a 97 Celica ST with the factory security system but it didnt come with a remote. I ordered her a new remote from e bay and followed the programing instructions the came with it but it doesn't work. They say to turn the key on , press and hold the green button on the side of the control box for 3 seconds (plastic box under the drivers seat) , red led on the dash lights up for 5 seconds. the horn may beep and parking lights may flash, within 5 seconds press button on the remote. the horn may beep and parking lights may flash, turn the key off. We followed the instructions and the led lights up but the horn doesnt beep and the parking lights dont flash. The system locks the doors when you turn the key on and unlocks them when you turn the key off so I know at least part of it is working. Does anyone have any ideas or programing instructions that differ from what I have above? I have e mailed the company's tech support where we bought the remote but have not heard back yet.
