The overflow's there for when the heat of the engine causes the coolant to expand; expansion means the same amount of coolant requires more volume.

There should be coolant in the overflow tank when the engine is hot. If there's not, then you don't have enough coolant in your system.

If you're saying the coolant is spitting to describe how it's coming out -- as in sharp bursts -- that would suggest you're getting bubbles out of the system. You should also be aware the cap is a pressure valve, allowing coolant out of the radiator when the expansion creates higher pressure. The valve will allow fluid out until the excess pressure is drained off, at which point it snaps shut again.
