I don't think the egr will hurt out car too much, I just read this in a toyota spec sheet.

"The ECM considers the EGR system and an integral part of the entire engine control system. Therefor the ECM is capable of neutralizing the negative performance aspects of the EGR by programming additional spark advance and decreased fuel injection duration during periods of high EGR flow. By integration fuel and spark control with the EGR metering system, engine performance and feul economy can actually be enhanced when the EGR system is functioning as designed."

So I guess unless ur running a stand alone its not gonna do much for your car. and could cause problems if the ecm expects the combustion gas to be cooler then they should, and it'll probably give you a check engine light.

There are EGR "block off plates" or something similar available. You might wanna look to the MR2 guys for more info.

Doing it though might not be worth the time and money, the gains will be minimal.

Its very easy to bypass EGR just by disconnecting the vacuum hoses and pluging them. I did it on my camaro when i had it. I havent messed with it on the celica though. Its illegal and you probably wont pass emissions if you have that.

the egr valve is closed on WOT so you wont notice a difference when you get on it. and yeah e-bay has some egr black off valves for like 16 bucks.

it filter exaust gases back into your intake manifold to reduse emissions. but on the downside your getting hot dirty air to be conbusted.
