I have to get my two front tires removed from their wheels to put new ones on and refurbish the wheel. my question is, how much is a fair price to pay for a shop to remove the tire from the rim? I have 18" wheels and low pro tires, if that helps. price to remove each tire would be appreciated. thanks.

Sam's Club should do it for about $9 a piece.

$9 seems a bit high. At the shop i worked at, to take off wheels, put together a new set of wheels and tires, install em, was $20 for all 4. So to remove a wheel, and a rubber, i would say $6?
