looks like.. its some kind of well.. or something? that had a lot of pressure.. which caused the top to blow off.. and basically land in front of that truck causing it to crash.. and then water gushed out of it?

i may be way off..

It looks like its a storm drain access, I guess if there is too much water going down it for it to cope, then the water has to go somewhere.

Imagine trying to explain that one to the insurance company.......

think about it though

we're not retarded, just trying to think it though
so there's pressure enough for it to pop off like that, why does the pressure disappear so fast, AS WELL AS THE WATER?
because right after it goes for a bit, a lot of the water goes back in w/o a problem.
