does anyone know if piston rings on a 1.8 celica(1996) can be done with the bottom end in place in engine bay?

well anything is possible, however it would most likely be more efficient for you to just buy a lower millage 7afe engine and put that in. if your rings are worn enough to need replacing, im sure other things are wearing as well.

i did a prelude like that. put it up on a lift. dropped the cross member, and oil pan. took off the head, then we undid the rod end caps and pooped the pistons out the top without touching the crank, just rotating it. was actually pretty simple like that. if you have access to a real lift.
