its not but it looks like they molded the lip to the bumper so to me its looks like the bumper with a lip on it.

As far as i know it's just the lip as in most cases they show it moulded for maximum customer appeal. I have the 404a style & it was advertised in the same manor.

**** so its just a molded lip to the bumper....i wanted a replacement bumper that wasnt to ricey because im having trouble just finding a stock front bumper cover so if i could find a pretty good non ricey full kit please someone let me know.
