I plan to replace the SIGNAL LIGHT bulbs with blus neon. Wonder if they are illigal in Texas. |

I'm pretty sure that it's illegal, and you might get a ticket for impersonating a police officer if you have any sort of blue lighting on your car. Just check your local laws though.
