Painted and still has all the brackets. Application: 96-99 Celica Bumper (Non GT-Four Bumper) However will fit on all bumpers just not exact but not obvious. You can still fit it on your 94-95 bumper but will have minor gaps on the inner sections that is not noticeable unless you really look. 2. You upgrade to the 96-99 bumper and it will really fit.
