As far as I can tell from documentation, my car has spent it's entire life in NY state. However, I found the MSRP window sticker for it today stuck in the manual and under optional equipment it says "CALIE EMISSIONS REQUIREMENT". So I'm not sure if it is Cali spec or not. For all I know, ALL '99's were Cali spec. What are some ways I can visually check this?

I think there's two catalytic converters, one in the exhaust manifold and one downstream, but they may all be like that. I know the dizzy is different between the Fed spec and Cali spec.

Cali spec 5SFE called for an additional under-body catalytic converter, aka a sub-converter, and an additional O2 sensor located between the two converters.

Thanks guys ... so yeah everything on here and I can find off the site looks like it's saying that all OBD2 5SFE are Cali spec. Makes sense as if I order parts for it, nothing ever comes up asking to select one or the other.

All cars sold for NY state are Cali emissions too. We have the same emissions regulations as California does. We just don't test it as strictly and it's only really enforced in NYC

He"s right ... FED spec has an internal coil and Cali had external coil. But like I said, I found out that all OBD2 Celica's are Cali spec

Yeah, the cali spec does have an external coil. I know for a fact because I my car was a cali spec and when i swapped it to the '94 harness and ecu, I had to switch to fed spec (which I'm not complaining about lol) you can feel the slightest difference in power
