Ok so I had a bad cell on my old battery. I tried to jump started before I replaced it to try to make it to my house from the apartments it is currently at. When I tried to turn it on the starter would not stop spinning so I unplug the battery. When I put the new one in with out my key being in the ignition it started spinning, so my question is do I need a new starter now.

If the starter won't stop cranking, the problem's unlikely to be the starter -- it has to get the power from somehwere. Look at the wiring, particularly the starter relay and ignition switch.
