I own a 97 convertible limited edition, and i want to get it a little lower. I was wondering though, should I get bigger wheels and tires before coilovers?

IMO you should do the suspension first.
These cars sit really high with a ton of wheel gap with just aftermarket wheels. Id agree. Coilovers first so you'll know how low you want and which rim+tire setup you want.

furthermore, if your old struts are worn out you'll be wasting money on new tires that are gonna be ruined in less than a year
