Yes to less power for the sake it's turning slower. I don't know about power, buy i put a underdrive pully on a 01 vtec prelude, and the quickness of the acceleration upped probably 30%-40%.

anytime you lighten anything in the crank your going to get quicker acceleration and somehow underdrive genenrates more power. as in how i have no clue.

What is does:    The Underdrive pulley replaces the main crankshaft pulley on your car. It is lighter and spins the accessories slower. On the Neon, this includes the Power Steering Pump, Alternator and Air Conditioner. The water pump on a Neon runs off the timing belt and is unaffected.

Since less engine power is used to run the accessories, the freed up power is now available to move the car. More power, faster car.

are they any downsides to installing something like this on my car? will my headlights dim out? will my AC still work properly? i'm trying to figure out if this will add a good amount of hp while not sacraficing my car as being an everyday driver.

I think you already know the answer to the first few questions... It will still be a good daily driver. The UD pulley usually doesn't hurt anything... I've had mine for over 40,000 miles and I drive my car like crap sometimes... still runs great.
