There has to be a rev limiter. How could Toyota sell a car without one? People would be blowing them left and right.

I go to school with a guy who has a 2000 Celica. It breaks down on him just about every week. He was lucky to buy it from a dealer with a waranty, but he has gone through 2 engines, 3 transmissions (automatics) Bent struts (How is that even possible?) Broken bolts on starter, electrical system failure, and I'm sure a few more. At first I thought it was because he might race it or beat on it, but then I saw him drive and I couldn't believe how much of a granny driver he is.

He has the worst of luck with everything. His car, his old laptop, and now his new laptop.

Go take it for a spin, the usual visual scan and take a look at the service records. Make sure everything is dandy.

If you are looking for a 7th gen I would buy something newer than the 2000 one.. Maybe 2002 or 2003. Or get a JDM version from somewhere.
