 Help with unknown plug, where does this go? |

I just noticed this plug was loose and fangling around, anyone know what its for and where it goes. Im checking my manual after i post this but for all you brainiacs, i need your help.
it runs under that horn btw.

ill check it wannabe, maybe "pro auto" forgot to put it back on when they changed my brake master cylinder.
