Pads and rotors., Does 94 fit on 98? Options

I have a 98 celi that NEEDS some pads to pass an inspection. I was going to buy some axxis/brembos off nopi but I dont have the money right now, and I need to pass this inspection by the end of the week (or else my car gets sent back to the states)

I have a local buddy who is parting out a 94 celica. I know it is a good idea to turn the rotors when you put on new pads and such, but these are just going on to pass the inspection. Besides, if I put the pads and rotors on from the 94 parts car then they should still match each other (used old and old rotors)

Will 94 pads and rotors fit on a 98? I know the 98 rotors have a 1mm difference, but can they still fit? Would both front AND rears from the 94 fit?
