3sgte swap 4-5k
4age / 4agze swap * ?$
Those are the ones if look at.
3s is proly funner.
but i know the 4age is a cheaper engine to buy.

Why don't you start by giving us a price range..

If you have an ST, then a 3SGTE is probably not the way to go- because it will be, as stated, between 4-6K.

If you want a better engine than the 7A and keep it cheap (relatively speaking) I would suggest a 4AGE swap. Any flavor of 4A - 16V, 20V Silvertop, 20V Blacktop, or the 4AGZE supercharged. These would be a better choice to save money because they are all A-series engines, like the 7A. They will drop into your current motor mounts and - if needed - will bolt to your C52 transmission.

The only thing that will net you a worthwhile difference in hp with a 7a is either putting a 4a head on it or going turbo.

Slapping a 4a head will require redoing the wiring harness anyways so in effect same amount of work as swapping a 4a in the first place. Plus you will have to get different pistons at the minimum. Then, the 7a rods are somewhat crappy along with the crank. Best bet for this is to make a 9age. You take a 4a head, 1zz crank machined to fit in a 7a, 2zz rods machined to accept 4a pistons. I think this gives you a 1.95 l motor?

On the other hand I think the highest I have seen for a 7a turbo is about 200hp? Can't remember who did it, and I could be wrong, but I think that is the most.

Personally, I say swap a blacktop in. Getting a silvertop runs about 900 shipped, but its somewhat weaker. I think to the wheels you are looking at 120hp. Blacktop will run you 1200-1400 shipped, but you will be putting down around 140- 145 hp to the wheels or so I've read. If you wanted an upgrade path for the future just keep the 7a block and make the afforementioned 9a setup I was talking about before. Hope this helps.
