I don't know the inner workings of how Feat. Ride is chosen but, like the last 5 times this has come up, I don't think Coomer is voting himself. Like he has said 900 times.

Could also be simpler:
One sticky topic in the forums, multimedia would be a good place I guess. In the topic a poll that stays open for a fixed amount of time when a new featured ride is needed. Entries for the next poll could be nominated in the same topic, previous "winners" should naturally be excluded for at least a few polls. After the poll ends, it all starts with a new poll and fresh nominations. This way there is no need for extra development, only a bit of extra work for the moderators.
