This may be a slightly dumb question but can an intercooler be used as a cold air intake if the other hole is blocked off?

no because an intercooler is a 'closed' device and an intake is an 'open' device.
an intercooler is nothing more than a heat-exchanger.. it doesn't capture air, instead it allows air in the IC system to exchange heat (to cool) with the ambient temperature. -------------------- -------------------------------------------------------------------------------- -------------------------------------------------------------------------------- |
