I heard about it from a friend and looked it up. Its essentiall a DUI check point with random pull overs. some have mobile dynos, others have a sort of drive by sensor that takes a picture like a red light cam does if your smog levels are too high!

How is it legal for them to just detain random citizens who have all of their smog paper work in order? What if youre on your way to work or something?

Yes if not a little bit more. OBD2 cars are constantly monitoring the evap systems and catalytic converter. So if you are a smog tech you would prefer to see obd2 cars over obd1 cars just because it takes less time to test.
