I have seen a lot of celica owners will paint over the plastic around where the air vents are and the center consol, I think it would look really cool black and green, but im wondering how to get started

Wash all of the pieces in warm-hot water with Dawn to pull all the years of oil and grime off. If using Krylon Fusion should be good to go after letting everything dry. Just read the instructions on the can.
