Laws For Neons, What are they? Options

Me and my friend couldnt agree on this. I was under then impression that you couldnt have underbody lights on you car while you car is driving, He said it was ok aslong as you couldnt see the bulb. So please tell me. Where i can put them, when they can be on ect.

I got a $171 ticket for having blue neon inside my car. It was illegal because apparently it would've been really easy for someone to mistake my car for a police car(ya know, they have so many bright yellow police cars with neon lights these days )

I went to court, and they dropped the ticket down to $65. I'm so angry at the city though. EVERY cop, city official, and judge I talked to about this said that only blue and red are illegal because they're reserved for emergency vehicles, but in fact, the law states that any color can be considered illegal. My friend got a ticket for having yellow neon, went to court, and they didn't drop his ticket at all. The city just has a ploy to lie to people I think so that they can get more money.
