Actually, I remember reading a story a while ago (Can't fine the link) but some guy hit a rock on the road and DID successfully sue their City... BUT, they were able to prove that the rock had been there for quite a long time (and was too heavy for an average man to move), and letters had been sent to the City of the danger it posed and asking for it to be removed, which were ignored.
I have also seen locally a few councils get Sued for not maintaining the road and allowing large Potholes to form... Drivers that hit these HAVE successfully sued their council, but this is more of a 'road maintenance' issue, as opposed to hitting a foreign object that is on the road... The OP could possible win the case, but it would be a pretty frivolous law suit... As mentioned before, the best bet is just use insurance...
