Sadly we live in a world where everyone else is to blame for everything. It is sad that society is so litigious.
OP - you hit a rock in the road. Who's responsibility is it to keep you from hitting it? The city? Or your own? On a similar line of thought - there is another car on the road. Who's responsibility is it to keep you from hitting it? The owner of that car? The city? Or your own?
