Do our cars have governer? Or anything in the ECU that tells the car to not preform as well as it should/could?

That's all I can get my gt to.. At only 5000 in 4th gear, drops down to about 4k if I put it in 5th but won't go any faster, that's why I was curious.

Manual GT maxes out at 120mph and that's because of the S54. My Celica has been up to almost 140 when the previous owner had it (on the auto trans).
