Do our cars have governer? Or anything in the ECU that tells the car to not preform as well as it should/could?

eh my manual 94 gt with advanced timing and ported and polished heads can max the speedo, I run out of power a little above 145 it seems. The best part about this car is it handles incredibly at even 100mph, I love it. I also gutted my power steering and don't use the A/C so it frees up that little bit of power loss from them which is more significant than people think in engines only putting out so much power like these.
