That they only come on when the engine is on. Not in ignition because I dont want any power drain on start up.

One of the wires (can't remember which pin) in the diagnostic port only goes live when the engine is running.
Then you can make your own relay (or just buy a universal DRL kit) and tap into this wire to trigger it to supply power from the battery to the lights. I bought this kit (Source) and installed it to my GT-Four when I imported it.
