Aftermarket ECU's don't, but to run a basic turbo setup a piggyback will suffice. I'm not sure if there are states that don't care if it's modified as long as it passes emissions, that's something you'll have to find out from your local government. I'd imagine there are since I see lots of swapped cars in Tennessee and Georgia, and both states test for emissions. Or just move to Alabama where inspections don't exist.
