On the Supras, it does go through the fender well. There's vent slats that you can see on the inside on the front. It woulldn't be that useful on a Celica though. As for water getting in there, its the same thing as the wheel throwing water up into the fender well also so that wouldn't hurt anything. Also, Nik are you plannin on getting those skirts molded to your car (I imagine so) and if you are can you let us know how much that costs you.
