 What are those caps on the headlights?, on the housings? |

This kinda relates to the other one i just wrote but does anyone know what those caps on the housings do? Would opening them help the water deal?

In some foreign spec cars like UK, sidelights fit into the place covered up by the caps, but US spec sidelights are in the turn signals
