 Fiberglass question, how to cut |

whats the best tool to useto cut little holes in it. im new to fiberglass and dont want to break it. and can you copy fiberhglass. exmple like can i make an exact copy of this peice if so how ? thank

i can use drill bits i heard i couldnt, im just trying to drill out the little holes to go into my splitters, so im guessing a dremel.
mono insulating foam will this mess up my peices, will it pop tight out or will it stick to it |
