here the 411. my car is a 95 but it has what people conisder a 96 motor in it?

Im confused; Now i purchased my car because i thought it was a 95 motor in my car so the theory behind this is that no i bought the wrong car! this is coming from 4 guyz who work with honda's only. My thought was that since i live in california that extra Vaccum or whatever thing behind the valve cover is part of the alteration california carb made to make it meet california carb emisions forth hence the -5hp in cali celica verse normal federal certified car! that is my theory i think my ecu will be fine and stuff but my honda' heads are saying its not the same motor... its a freaking 5sfe it is the damn same motor. just one is califonia certified and the other one is federal.. HELP GUYS I need to know if i need a Head job on this or not!

1 celica chasis 2 motors ... and my car is still dead

here is what im talking about.
My original motor (7/95)
Take off valv cover on block, take off intack manifold you will see the valvs and the crans. okay on my original engine there is a extended pipe from the block. (note: i live in cali so i think that extra pipe is what makes my celica 130 instead of 135hp if you reads the spec in this website you can see the caption)

My replacement motor (95)
if i look at the same place as above i dont have that extra tube!

so my question is can i put the intake manifold of my old motor and wing it and wont have any problems?
