I know how a turbo works, but im not quite sure exactly what a Turbo timer and boost gauge really do? Also, how do people adjust the boost from the turbo?

I suppose it would just open the wastegate at 0 psi boost and above just sending all of the intake to the exhaust, and making no air go to the intake manifold. But weather or not a vacumm created by the intake would do anything else I don't know.
