what is involved with a basic tune up besides plugs and wires?

don't replace the cap and rotor though if it doesn't need it. Check inside the cap to see if there is 1st. any fine rubbing, ebrasions, etc. then 2nd, very closely look for fine cracks. Then on the rotor, if it isn't shiny and smooth, then replace it. Usually, people just end up replace everything and spending money because they tyhink they have to. But smart people usually just end up replaceing the cap.
