I decided to paint my own spoiler, I bought the same color of my car in a spray can at an automotive store.

I sanded then wet sanded the spoiler, and I finished applying a few layers of primer.

my question is, would it be better if I wet sanded the primer before I apply my paint?

should I wet sand my last layer of paint before the clear coat?

what's the best way for me to prevent chipping and what not

You should definetly wetsand the primer. Any paint that fully dries should be sanded before more paint is applied. Sanding reopens the paints ability to bond with other paint. So because primer has to dry before color is put on it needs to be wet sanded. You might have to worry about chipping and cracking otherwise.
