can the actual paint disc be painted,, probably a stupid question, im thinking no, but how can i get them all nice and shiny again..

You could get new rotors, or maybe get them turned(but it makes them weaker, and I'm not sure if it makes them shiny again.) -------------------- New Toyota project coming soon...
