How can I get an engine upgrade for my 97 st? not sure where to go to find it, or how much it would cost

What happens if you add a turbo to a 7A with a high mileage? Why is it no advised?  What does a turbo setup consist of? How much are you looking at for a turbo setup? French law, vehicle controls and bureaucratic red tape mean that I can't do a swap.  So I'll have to go the turbo route eventually.
