Simple q, is the turbine supposed to spin freely in a turbo thats not installed, or are you not supposed to be able to turn it with your fingers???? It's outside of my car btw for anyone that didn catch that.

Ok i just got home from work and I was kinda hopeing that the turbo might have just been a little frozen up because its damn cold here and the package was outside for a while, now! is there anything I can do to fix this or free it up? Can i lube it up with some WD40? Or would that be a stupid mistake.....I'd just like this to work , its already been on a car and it worked on that car up until it was taken off, so it should work now right??? theres not a damn bit of shaft play either.....what are my options???
