So just chilling at the shop BS'n and such and I ask a guy who imports car's what he could do for me sense he got another guy a I believe its a 92 Alltrac JDM for 3,700. So he did a little reasearch and got back to me its a 1995 Celica GT4 Red with approx 60-65k for 5k shipped to Vancouver, BC. Allright good deal well yeah smoking deal but there are more issues, legal ones... of course, so we were all talking about it and duh I can just rally it across the border no probem and I can either get a truck or just have a escourt back to oregon.

Looking at my options from this point is harder, found what ive found out is I can either get a donor celi and make it look like ive chopped and peiced them back together with the different front ends, but in the end I would loose a celi via no title, or I can get a "speical" insurence for show events and things but that limits my driving alot and if I were to get pulled over I would have to have proof basicly everytime I drive of a showed I attended or am going to.

Then also thinking about the 3rd Gen 3sgte and gettin parts for it, and then the AWD system as well and complatiably with the 5th gen's? the NW has I think approx 70% of the alltrac population because here they were sold as more of a saftey feature in rain and snow. So parts is another issue.

Then I would also want to modd it and what mods can be done to a GT4 without drive terrain problems?

Or this get it and sell it to one of you lucky few?

Title & Register Out-of-Country Vehicle




Use these procedures if you are titling and registering a vehicle that has been imported into Oregon from another country.


How to Apply

If you live in the Portland Area or the Rogue Valley (Medford), first get an emissions test at DEQ.
You may be able to get your VIN inspection while at DEQ, if applicable.
Provide the original foreign title or equivalent ownership document from the country where the vehicle was last registered or titled.
Complete an Application for Title and Registration.
Detailed instructions for filling out the form can be found in this file.
Record odometer reading on application, if applicable.
Provide releases of interest from previous owners:
Bill of Sale.
Lien Release.
Complete a Certification of Liens and Compliance with Federal Emissions and Safety Standards on an Imported Vehicle.
Provide a certified translation of any document written in a language which uses an alphabet other than that used in English (for example, Greek, Arabic, Hebrew, Cyrillic).
Provide proof the vehicle meets US Federal Safety and Emissions Standards.
Choose license plates (see your choices).
If you choose a specialty plate, indicate your choice in the “Remarks” section of your Application for Title and Registration.
Get a VIN inspection at a Regular or Full Service DMV Office if you did not get one at DEQ.
Calculate fees (make check or money order payable to “Oregon DMV”):
Title transaction
$7 VIN inspection
Registration
Plate fee
(NOTE: DMV Offices accepts payment of fees in cash or Money Orders as well as checks.)

When you have all the documents and information listed above, you may take them to a DMV Office along with the correct fees. If your transaction is in order, you may be able be able to complete your transaction during this visit, or you may mail your transaction to:

Proof of Compliance

Federal Safety Standards
All vehicles with a year model less than 25 years old must conform to federal safety standards. This includes trailers, as U.S. Department of Transportation counts them as motor vehicles for purposes of safety requirements.

Federal Emissions Standards
All vehicles with a year model 20 years old or less must conform to federal emission standards.

Proof of Compliance
Proof of Compliance may be one of the following:

Any U.S. Customs form (see Example B in Chapter 09-02) that contains BOTH of the following:
Vehicle description (must include at least the VIN) and;
U.S. Customs stamp that includes both the date of entry and the port (copies accepted).
An original letter from the vehicle manufacturer that clearly identifies the vehicle by VIN and states that at the time the vehicle was manufactured it was made to meet U.S. Federal EPA and DOT standards for emissions and safety.
An MCO. However, not all vehicles with MCO´s issued have been made to U.S. specifications.
A NHTSA Form HS-7 that has been stamped by customs in the manner listed in number 1 of this section. This form is only acceptable by itself if items 1 or 2A are marked. If item 2B is marked, it must be accompanied by a letter from the Manufacturer. If item 3 is marked, it must be accompanied by a DOT Bond release letter. If any other item is marked on this form, Oregon will not title the vehicle.
An EPA Form 3520-1 that has been stamped by customs in the manner listed in number 1 of this section.
Letters from NHTSA and EPA stating this vehicle meets U.S. emission and safety standards.
