I think it's rusted to the hub/brake assembly. I took off the lugs and it won't even move. I sprayed some penetrant behind the wheel and hit it and swore at it and it still won't budge. I was thinking that I might lower the jack so the weight of the car would do the job, but I'm afraid if it's rusted really tight, I just might end up bending my brake and suspension stuff.

If you kick/hit it really hard and it still doesn't come loose, then kick/hit harder. It is just rusted stuck. Take a hammer and tap it from behind the wheel, it will come loose. Just make sure you have all 5 lug nuts off first
