my car won't start. if the battery is dead, would the radio still come on?

NOO, Lights and radio will still work even if the battery is "dead"... It takes a fully powered battery to make the starter crank enough to start the car...but it doesnt take a fully powered battery to turn on the radio, lights, ect. Get a multi-meter and check the voltage of your battery... Should be 13.x volts with the car not running...with the car running it should be 14.x volts cause the alternator should be charging it. So if your battery is making less than 13v then its time for a new one..or at least try to charge it. If it wont hold a charge then a new one it is. If your battery tests out fine then its most likely the starter...you can test that also though.
