Ok i have this buddy who was dating this girl for about a year and she had a 94 celica st 5 spd. my buddy painted dash inserts, replaced the engine, put a cd player in her car, and painted her wheels. about 2 weeks ago she broke up with him and told him that she basically used him for the work he did to her car. he told me that he wants to get back at her and sell her car. the title is under her and her mother's name, his name is on the insurance. and he has a key to the car. is it possible for him to sell her car and if so how? someone please spare some insight.

um, no. This is the stupidest thing I've ever read. Thanks for wasting part of my life. Are you and your buddy 16 or something?
If you tried to sell the car, you would obviously need the title. The insurance is only a matter of who pays to protect the vehicle from certain circumstances, depending on your policy. It does not imply ownership on the vehicle. In order for your friend to try and sell the car, the car must be signed over to him and be registered in his name. In order for the girl's mother to GIVE him the car, he would have to take her to court. Within the first 5 minutes of court, the judge will throw the case out and say something like. "This seems like a gift to me, only a dumbass would do all that work and think they're entitled to the vehicle." Tell your buddy to grow up and to learn to not trust people. He must be a nice guy, but he needs this lesson in life... Some girls will use you.
