 Water noise |

When i start out in my car driving down the road I hear this water noise coming from the right side of the front of the car. What is this noise and what does it mean?
also ive noticed that when its raining and im breaking that my wheels shakes and I hear a noise. I think its the rotors but why would it only do this in the rain? is it time for new ones? looks like its a common problem for celica's because my car has the water noise too after i changed my timing belt. Don't know why and seems like im losing coolant from it.
