i just got new tyres put on my 97 celica hoping it would fix the rattle @ high speeds now im thinking its the front brake rotors and ideas?

Go with sticker weight inside in your wheel and outside weight (normal weight on the edge of the wheel from inside). That 's the best option... I had a same problem before. Check your wheels. Are they straight? Are they after market or stock toyota? I'v got after market before and had a lot of vibrations at speed aroud 70 mph and more. And one more thing. Go to some place good, with calibrated balancers. Some time that's makes a big difference.
