172.1 (1) If a police officer has reason to believe that a person is driving, or has driven, a motor vehicle on a highway in a race, the officer may,

(a) request that the person surrender his or her driver’s licence;

(b) order the motor vehicle that was being driven by the person to be impounded; or

(c ) both request the surrender of the driver’s licence as provided in clause (a) and order the motor vehicle to be impounded as provided in clause (b).

"These cars are souped up today to Indy-car performance using super charger blowers and nitrous oxide and they are just way too dangerous for our streets," said Bryant. "It is a problem for urban street, suburban streets and rural roads as well."

Bryant said under the civil forfeiture law the Crown only has to prove that a car is being used for illegal purposes in order to seize and destroy it.

"The burden of proof is different than that for a criminal offence because we are not attempting necessarily to target a crime, we are merely attempting to seize an instrument of unlawful activity," he said. "These souped-up cars by nature are unlawful."

This is not a good precedence for any law. ;-(
There have been laws about speeding leading to seizures in the US, and they have all been over turned luckily.

Again no means to apeal ? Are they are trying to stop racing or raise funds ?

Enforcement will never stop them from racing. Hopefully education and legal outlets
may dissuade kids from street racing.
