I was wonder how much you guys know about sniper rifles. Im looking to buy one and have about $4k to spend. What do you guys think is one of the better ones in that price brakcet?

Though I believe they should be available, I can't really think of any use a civilian needs day-to-day for a .50 cal 'sniper' rifle. Even if worse came to worse, that 4,000 dollar rifle that costs over 2.00 a shot wouldn't see too much action (that is IF IF IF there were ever a need for it). There is little that can threaten you from far away enough to be able to shoot it without reprecussions. I doubt a court will uphold that you were threatened from 750yds away.
I'd recommend a nice ar15 fully decked out for about 2,500 or so, plus a lot of rounds and a nice pistol to go along with it. Smith and Wesson just released a Military and Police series.
