if your lugnuts are all tight (to torque specs) and you can move the wheel by grabbing the top and bottom edge and pulling/pushing, it's gonna be a balljoint. like bitter said, a bearing will be noisy. VERY noisy.

VERY noisy. A wheel bearing can have play and make absolutely no noise. The noise comes from either the race being out of round or one or more of the bearings damaged. If there is play, it's time to replace it though. Look behind the wheel and see where it's wiggling at. It could be the ball joint. It could be the outer tie rod joint.
