This may allow it to swing upward since the vertical posts are on the camera side of the chain link. The driver might have simply driven under the horizontal pole and pushed up the chain link and then chain link swung back down leaving law enforcement wondering how he disappeared. I couldn't tell how tall the fence was. I looked above 5 feet. The "supernatural speed" seemed kinda weird fast to me.
