 Trying to stop all vibrations |

I've pretty much taken car of all the vibrating parts on my car except for one piece. It's that part around the license plate (see picture if you can't figure out what I'm talking about). Does anybody know how to remove this piece?

sooo did that stop the rattles? cause i kind of have a hatred for rattles. ill be dynamating my car in a week or so but i dont know if thats enough.
