i'm thinkin about buying this from nopi for $209 + shipping is this a good buy or not and what exactly does it do

So........is the control module worth that price? And what exactly can you do with it? Can you adjust the air/fuel ratio on your own or does it just have like 2 settings? I would like to know more about its capabilties.
